Orleans and Eastham are partnering on a new "lease to locals" program after recent success on Cape Cod and the Islands.
The program is designed to increase availability of year-round housing.
Part of the incentive to get homeowners to convert short-term rentals into year-round housing is a one-time payment of up to 15-thousand dollars.
The payment is based on property size and the number of qualified tenants.
