NOAA is announcing a new slow-speed area for right whale protection.
The voluntary speed restriction zone is south of Martha's Vineyard.
A spotter from the Woods Hole Oceanographic Institution spotted right whales about thirty nautical miles west of the Vineyard on New Year's Eve.
The notice is in effect until January 15th.
