State Senator Tim Whelan will pitch a Yarmouth Charter change that deals with technical changes to collective bargaining contracts.
The Government Regulations committee will also hear testimony on a bill that would ban sick puppies to be sold from puppy mills.
A related bill would also increase the fines for animal cruelty in the state.
