State Senator Julian Cyr says the budget compromise that is currently on the Governor's desk includes some 1.5-million dollars for a needle exchange program for The Cape as well as a pilot program that uses test strips to detect the presence of fentanyl.
In addition there is 300-thousand dollars for additional stocks of Narcan, the overdose reversal drug.
