A Mass-INC Polling Group survey found small businesses in Massachusetts struggle to hire staff.
Over 60 percent of 18 hundred small businesses questioned in February and March said they had positions to fill.
They blame the high cost of living and housing in the state as reasons for difficulty in attracting and keeping employees.
