State Rep Tim Whelan testifying before the Transportation Committee for his bill that would increase the fines for littering on the highway from 200 dollars to a thousand dollars.
The State Rep filed the bill with Sarah Peake and Randy Hunt.
Whelan says the idea is to force people not to litter on the highway.
