A new state report says that congestion in this state is at an all time high. Included in the report is traffic issues concerning Cape Cod's bridges. The Sagamore Bridge is congested for a whopping 11 hours a day. It says that at 4 in the morning it takes about 80 seconds to get across. Between noon and 8pm it is more than 2 minutes. And the report concludes that it is even worse during the summer. Officials say expansion of infrastructure and the building of more housing closer to where people work are two ways to combat the trends.
